Fire on Board是《考试指南》的第八个话题,共有六个问题:

问题:

1. Which is more dangerous, a bomb threat or a fire on board? Why?

2. What may cause a fire on board?

3. If a pilot reports that passengers have been injured, how would it affect your control operations?

4. Are there any standard procedures for controllers to deal with fire on board? If yes, please explain.

5. If an aircraft with fire on board lands at your airport and executes emergency evacuation on the runway in use, what can you do to help subsequent flights?

6) How do you cooperate with other ATC units when a fire breaks out on board?

What to expect:

If a crew is experiencing smoke or fire in the cockpit, the controller should expect:

1) Communication difficulties or even lack of communication at a later stage;

2) Flight crew’s decision to immediately divert to the nearest suitable airport;

3) Flight crew's request for information about the chosen diversion airfield;

4) The flight crew can commence descent without receiving ATC descent instructions;

5) The flight crew might need navigational assistance and request vectors to the nearest suitable airport.

What to do:

Having acknowledged the emergency call, the controller should immediately inform the supervisor and colleagues of the situation.

The controller should also warn adjacent sectors and airfields. Emergency services at the possible diversion airports will welcome as much warning as possible. It is very likely that the runway will be closed when the aircraft lands and executes emergency evacuation. This will have obvious influences on other inbound flights.

Best practice embedded in the ASSIST principle can be followed:

A -- acknowledge the fire problem, ask for the crew's intention when the situation permits, and establish whether the crew is in control of the fire problem.

S -- separate the aircraft from other traffic, provide accurate and optimal vectors, give the aircraft landing priority, and keep the active runway clear of departures, arrivals and vehicles;

S -- silence non-urgent calls and use a separate frequency if possible;

I -- inform the airport emergency services and all other concerned parties according to local procedures;

S -- support the flight with any requested and necessary information such as type of approach, runway length and airfield details;

T -- provide time for the crew to assess the situation and try not to press them with non-urgent matters.

In case of fire on board, the controller serves as the focal point for dissemination of information.
